Technology procurement aims at stimulating and accelerating market introduction of new innovative technology. The underlying methodology engages with different actors on the market in order to develop new and required products and has so far been successful in satisfying customer needs, resulting in positive environmental effects while stimulating business development.

The outcome from a technology procurement process often leads to a substantial market introduction of new products. Technology procurement should be used systematically to contribute to material and energy efficiency as well as for fulfilment of long-term climate mitigation commitments.

Thereby public procurement is also contributing to support export of Swedish environmental technology. The need for further development of the concept of technology procurement in stimulating innovation and technology development has been highlighted in a number of statements and documents from the Swedish government and public authorities.
